[driverloader] webconfd

Hello everybody,

I discovered that in normal operation of driverloader the web 
configuration tool webcond also is started.

Since this tool is not needed that often ;-) I would like to have it 
disabled in normal mode. I can think of starting it manually when 
needed instead of having the daemon run continously.

Is there a script which starts this deamon? How can I disable its start? 
Do you plan changing the behaviour in future?
