[hcflinux] wvdial

I am attempting to get wvdial set up such that non-root users may dialup.  
When they run wvdial, non-root users get "Cannot open /dev/ttyHCF0: device 
or resource busy".  I did a "chmod a+x" on the device, to no avail.
Is it more likely that this is a configuration issue, or may it be an 
issue with the driver (I ask since some guides give me the impression that 
it should be working once I change the permissions).
