Just a question: Did you put a space between the option (-s / -f) and
the path?

Those commands should be:

rm -f /dev/modem
     ^- SPACE HERE

to remove any existing links called /dev/modem
and
ln -s /dev/ttySHCF0 /dev/modem
     ^- SPACE HERE

to create a link called /dev/modem that points to /dev/ttySHCF0

If those don't work, post the error messages as well, then we may be
able to help.
