[hcflinux] Modem-on-hold and low connection rate

Does modem-on-hold work when you get poor connection speeds like 26.4 instead 
of 33.3+? I doubt it, but want to make sure. Also, V.92 does not require 
buying a new modem if you have an HCF winmodem, correct?
