[hcflinux] 14F1:1033 Modem never attempts V.90/V.92 connection

I am unable to get a 56K connection with a fresh new "Diamond SupraMax 56i 
V92 PCI RTL US" modem I picked up at Best Buy last week.  When I listen to 
the modem handshake, I can clearly hear that it starts out with a V.34 
connection; it never even attempts a V.90 or V.92 connection.

I have tried both the v.92 and v.90 inf files.  My current init string is:
ATQ0V1E1X4S0=0 &C1&D2 S11=55 +MS=V90
The connection is made as:
ATDT 503-426-2600
+MCR: V34
+MRR: 21600, 26400
+ER: LAPM
CONNECT 115200
