Under Mandrake hsfconfig doesn't create the device files directly; it just
configures devfs which makes the devices automatically appear after the
driver has loaded and successfully initialized itself. In your case it
is the latter that fails, due to a kernel problem affecting multiple devices
(not only the modem, see "No IRQ known" messages in "dmesg" output; excerpts below).
If you can't fix the problem by adjusting bios settings it might be necessary to
recompile the kernel with additional patches (like the latest ACPI code),
or report the problem to Mandrake and wait for them to come up with a fix.
