Maybe try:

apt-get install kernel-headers-2.4.18-bf2.4

cd (your hsf directory)

make install

hsfconfig

When prompted, enter /usr/src/kernel-headers-2.4.18-bf2.4 as your kernel
source
directory...

It worked for me...

Maybe the developpers could mention in the download section that the debian
kernel-headers package is required if one doesn't have a kernel source lying
around...

Which most people don't.

Especially if you are new to linux and need a modem to download the latest
kernel source...
