[hsflinux] NO DIALTONE on RH9.0

Hi Freddie

I forgot to mention diabling the dialtone detection -
I've tried tried that too using ATX3 in the kppp modem
properties dialog.  No dice.  Instead of coming back
with NO DIALTONE, it sits there and eventually times
out.  I agree though that under RH7.3 the modem worked
better than under Windoze.
