The problem did indeed seem to lie with pulseaudio.

I run Ubuntu 9.10 (Karmic). I upgraded the pulseaudio package to the
latest version in the lucid archive, viz., version
1:0.9.22~0.9.21+stable-queue-32-g8478-0ubuntu12, and the new version of
pulseaudio recognizes the sound card; both sound and modem now seem to
work properly.

Looking in the syslog I see that whereas the old version of pulseaudio
(which announces itself in the syslog as version "0.9.19") reported:

    Mar 15 11:55:40 triffid pulseaudio[2856]: module-udev-detect.c: /devices/pci0000:00/0000:00:1b.0/sound/card0 is busy: yes

the new version (which announces itself as version
"0.9.21-63-gd3efa-dirty") reports:

    Mar 15 12:01:52 triffid pulseaudio[3290]: module-udev-detect.c: /devices/pci0000:00/0000:00:1b.0/sound/card0 is busy: no

Thanks very much for your help.
