[driverloader] setting txpower

Hi,

if you use DriverLoader to connect to an access point (managed mode), 
the 'txpower' value is controlled by the Windows NDIS driver and it will 
be automatically modified if needed by the driver.

It is possible that in the past releases of DriverLoader you was able to 
set this value but it was ignored by the driver.
