[hcflinux] Modem dialing error : NO CARRIER

I compiled and installed my custom kernel based on the suggestions here:
http://www.redhat.com/docs/manuals/linux/RHL-7.3-Manual/custom-guide/ch-custom-kernel.html
 
I then recompiled the riptide and hcfmodem drivers based on the same source tree
and then loaded the driver modules using
modprobe hcfpciserial - no warnings or errors here.
 
But when I tried kppp to dial - querying the modem using kppp gives satisfactory output.

The modem seems to work, query string ATZ gives OK but
1)  I can't hear anything when dialing
2)  After a period of time, it gives the following message on log & dialer window :
 NO CARRIER
(Country has been configured to INDIA during hcfpciconfig)
